Process mapping and automation to increase efficiency in the public sector

The Court of Justice of Pernambuco (TJPE) is an organ of the Judiciary Branch of Brazil, based in Recife and with jurisdiction throughout the state of Pernambuco. There are 19 items within the jurisdiction of the Court of Justice provided for in article no. 61 of the State Constitution, including levels of appeal. In these situations, the Court may judge writs of mandamus, habeas corpus, and habeas data decided by the judges of law.
The TJPE is an institution made up of more than eight thousand employees, including civil servants hired through public examination and commissioned positions. This volume of staff involves complexity in the hiring process and the processing of all documentation over the years worked. One of the project’s biggest challenges was transforming the physical file of employees’ work-related incidents into an electronic file. The TJPE archive could no longer support storing an average of 2,000 documents per day related to the requests that employees submitted through a standard form.

The P2F – Pitang To Flow was the chosen platform to solve the challenges because it is a product that makes it possible to transform these physical requests into electronic requests. A team made up of process analysts mapped all the document types generated by the employees. The processes were mapped, and the entire workflow was defined, from the moment the request was made by the employee until the service was completed.
